The cut off date is when the burgundian king dies. It can happen early and late. To become emperor you don't need good relations with the emperor. Good relations with electors will get you the emperor title though. Good relations, strenght and few princes.

Europa Universalis IV. Late game is unplayable? Around 1700s, most countries are really powerful, there are no small or medium sized nations to conquer and powerful countries are always allied with another powerful countries. I mean there are only the big fish left on the world. And if im not the #1 by 1700s, i cant progress and gain power.
No, the game only ends on a certain date. Even if you managed to conquer the entire globe, the game would continue until that date. If you managed to take over the world, you'd still have something to play as you'd constantly have revolts and things to take care of. However it's highly unlikely most people would be able to take over the world.
